Joe Kimura, MD, MPH, is the Chief Medical Officer at SCAN Health Plan, where he guides the development and implementation of the organization’s clinical strategy. His primary focus is on promoting innovative care models and ensuring high-quality, value-based care for SCAN Health Plan’s expanding membership.

Nationally recognized for his leadership in population health, digital health innovation, and evidence-based medicine, Joe has held significant roles in various federal workgroups and task forces. He served as Co-Chair of the Office of the National Coordinator Federal Workgroup on Advanced Health Models and Meaningful Use, leading initiatives to enhance the integration and effectiveness of health IT systems. He also served on the Quality Payment Program Task Force, where he helped shape policies and guidelines for quality payment programs. Additionally, he has been a member of the Accountable Care Workgroup and the Technical Expert Panel on Health IT Requirements for Advanced Payment Models, ensuring that technological standards supported innovative payment models.

Throughout his career, Joe has led multiple large-scale initiatives to enhance care delivery and population health management. He has provided executive clinical oversight for over 1,100 physicians and advanced practice clinicians across 32 specialties, ensuring quality outcomes, provider efficiency, and clinician wellness. Prior to his role at SCAN, Joe served as Chief Medical Officer at Somatus, Inc. and Atrius Health, where he was instrumental in pioneering value-based care initiatives, clinical analytics, and digital health solutions.

He holds a B.S. from Stanford University, an M.D. from Washington University, and an M.P.H. from Harvard University. Joe completed his Primary Care Internal Medicine Internship/Residency at UCSF and a General Medicine and Faculty Development Fellowship at Harvard Medical School.
