Cheryl Phillips, MD, AGSF, has over 25 years of experience as a senior executive in health care systems and delivery, with a focus on vulnerable older adults. She has long-standing interest in health reform and policy, having spent the past twelve years in Washington D.C. observing and developing federal healthcare policy.
Dr. Phillips is currently a senior program officer for The John A Hartford Foundation, and is focusing on the work of the Age Friendly Health Systems. She is the past President and CEO of the Special Needs Plans Alliance, which represents special needs and Medicare and Medicaid plans serving vulnerable adults with complex care needs. Previously she served as Senior Vice President for Public Policy and Health Services at Leading Age, Chief Medical Officer of On Lok, Inc., —the originator of the PACE model (Program of All-Inclusive care for the Elderly—and Medical Director for Chronic Disease Management for the Sutter Health System.
Dr. Phillips has served on the SCAN Foundation Board of Directors since 2017, and was a member of United Healthcare’s Complex Care Advisory Board from 2015 to 2017. She is a past President of the American Geriatrics Society, and served on the organization’s board from 2003-11. Dr. Phillips is also a past President of the American Medical Directors Association, which recognized her with the James Pattee Award for Excellence and Service in Long Term Care Education as well as the William Dodd Distinguished Service Award for National Leadership in Long Term Care.
Dr. Phillips earned a B.S. in Biology from University of the Pacific and an M.D. at Loma Linda School of Medicine. She completed her residency and fellowship in geriatrics at U.C. Davis Medical Center.
